Britain and America have signed a major bilateral deal that will keep zero import taxes on British medicine shipments being sold in the US market.

The Terms of the Accord

In exchange for the tariff guarantee, the UK has committed to increase funding on medicines through the National Health Service (NHS). This commitment guarantees that import taxes on these vital goods will be held at zero for a period of the next three years.

This deal comes after previous statements to significantly raise import taxes on branded pharmaceutical imports, with figures mentioned reaching 100%.

"This arrangement with the UK strengthens the international landscape for innovative medicines and brings long-overdue fairness to American-British pharmaceutical trade," a statement declared.

Trade Impact

Pharmaceuticals constitute one of the the United Kingdom's biggest goods shipped to the United States, which is by far the biggest destination for major companies like GSK and AstraZeneca.

Export figures reveal that in the year to the end of the third quarter, the UK shipped pharmaceutical products valued at £11.1bn to the US. This figure represented 17.4% of all goods exports in that period.

"This agreement protects employment, increases investment and sets the stage for the UK to establish itself as a international leader for life sciences," the Business and Trade Secretary stated.

Detailed NHS Changes

The pact involves several key pledges from the UK:

  • Price Threshold Increase: The UK will lift the price threshold at which it deems new treatments to be prohibitively costly by twenty-five percent.
  • Increased NHS Spending: There is a aim to double overall NHS spending on medicines from 0.3 percent of GDP to 0.6% over the following ten-year period.
  • Rebate Cap: The sum drug companies must refund to the NHS to stay within budget will be capped at fifteen percent. Previously, refunds exceeded 20%.

Industry Background

This agreement comes amid a long-running dispute between the sector and the UK government over drug pricing and NHS adoption.

The disagreement were intensified by assertions that American customers were charged several times more for the equivalent treatments than patients in the UK and Europe.

In recent months, several major drug company projects in the UK have been delayed or scrapped, while major funding commitments have been announced toward US facilities.

A senior figure acknowledged that the NHS needed to increase expenditure on medicines, noting that its expenditure on drugs had declined as a proportion of its overall budget over the last ten years.
